Empty "Getting Started" page and failed workspace start because of devfile.yaml.removed / meta.yaml.removed in devfile and plugin registries

      1. Install Production Codeready Workspaces 2.8.0 using crwctl
      2. Create vertx workspace and stop before update to 2.9.0
      3. Upgrade existing CRW 2.8.0 to 2.9.0 using job:  https://main-jenkins-csb-crwqe.apps.ocp4.prod.psi.redhat.com/job/CodereadyWorkspaces/job/e2e/job/basic/job/update-crw-using-crwctl or execute next crwctl command: 
        crwctl server:update --che-operator-image=quay.io/crw/crw-2-rhel8-operator:latest --listr-renderer=verbose --skip-version-check --yes -n update-crw-crwctl
      4. Go to dashboard and you will see empty workspaces samples and start the stoped workspaces created in 2.8

      There was almost empty "Getting Started" page because of devfile.yaml.removed in devfile registry quay.io/crw/devfileregistry-rhel8:2.9-100:

      It was also not possible to start an existed workspace after update CodeReady workspaces from 2.8.0 to 2.9.0, because of meta.yaml*.removed* in plugin registry quay.io/crw/pluginregistry-rhel8:2.9-36:
