Workspace didn't start in disconnected environment

      Using index: registry-proxy.engineering.redhat.com/rh-osbs/iib:83835 I'm not able to start an existed workspace in CodeReady Workspaces 2.9.0 after update.

      Steps to reproduce the problem:
      1. Install Codeready Workspaces 2.8.0, start an workspace using crwctl and stop it
      2. Update Codeready Workspaces to 2.9.0 and start the existed workspace and will see the che server wil crash. Please the attached log.
