When the user has one running workspace and tries to run another one, the message shown in the UI is not clear - as a reason it says just "undefined".

Tested with IIB image with tag 83835.
Update: IIB image with tag 83835 contains CRW 2.9.0.RC-06-21 digests, including quay.io/crw/dashboard-rhel8:2.9-9.

Expected error message: "Workspace ... failed to start. Error: You are not allowed to start more workspaces."
