Follows up from ~~CRW-1609~~.

Things to consider for 2.10 or later:

Jenkins boolean param cleanTmpImages: optionally delete images from quay (for each stated arch only!)

check quay for matching image digest (don't repull if the same as previously attempted - save time/bandwidth when collecting rhpkg sources)

instead of 2.9-ci- labels, use 2.9-[latest zz suffix from Brew computed with getLatestImageTags.sh] or 2.9-che-theia-sha (as seen in https://github.com/redhat-developer/codeready-workspaces-theia/blob/crw-2-rhel-8/BUILD_PARAMS#L6)
