remove --nobest flags from yum installs in all CRW containers & update to UBI 8.5

As reported in various places like CRW-1844, we can use yum install --nobest to avoid the perl module install issue currently reported in https://access.redhat.com/solutions/6079011

But this is a temporary hack that should be reverted to ensure we are installing the latest rpms / getting the latest CVE fixes.
