Update CRW from 2.8 to 2.9 is not working on disconnected environment

    Description

      Update from 2.8.0 to 2.9.0 in disconnected environment fails on che-dashboard deployment. Seems like when operator update from 2.8 to 2.9 contains wrong `RELATED_IMAGE_dashboard` value; is pointing to Che Server Image. Please see attached screenshot.
