In Dashboard + registries, we rely on base image rhel8/httpd-24:1-130.1618434979 from the UBI 8.3 era.

But with the release of 8.4, the new base image is ubi8/httpd-24:1-140.

While you can find BOTH namespaces in RHEC, only one exists in OSBS, so dockerfiles used for Brew builds must be switched to use the ubi8 namespace.
