Steps to reproduce
1. Start workspace from any devfile and install any plugin from plugins list.
2. Click on "Click here to apply changes and restart your workspace" to restart workspace(see screencast in Attachment).

Expected behavior:
The workspace restarted successfully.

Observed behavior:
The workspace stopped. After workspace starting(reload page or from Dashboard) the installed plugin has Installed status and works as expected.
