Error message from Recommendation plugin should be displayed as an Error notification

    • The plugin recommendations system now displays error messages in error notification windows, instead of information notification windows.

      Recommendation plugin shows error message in Information notification window but it should be Error window. Take a look at https://github.com/eclipse-che/che-theia/blob/master/plugins/recommendations-plugin/src/fetch/featured-fetcher.ts#L33
