Cannot start workspace in CRW deployed in proxied environment on Openshift 3.11

Environment

• OCP 3.11 cluster
• CRW deployed by crwctl in proxied environment(CRW 2.7.0.RC-03-04)
• crwctl version - "crwctl/2.7.0-RC-03-04-quay.a184701 linux-x64 node-v12.18.2"

Steps to reproduce
1. Install CodeReady Workspaces with next properties in custom-resources:

• nonProxyHosts: "console.ocp311.crw|.svc"
• proxyPort: '3128'
• proxyURL: 'http://10.0.148.146'

2. Start workspace from any devfile.

Expected behavior:
The workspace started successfully.

Observed behavior:
Workspace starting fail with "Error: Failed to run the workspace: Plugins installation process timed out".
