Steps to reproduce

• Go to dashboard and create workspace using the "CakePhp" default devfile
• Go inside created workspace
• Open the "health.php" file
• Open debug panel
• Run the "Launch currently open script" configuration
• Pay attention to the error in the terminal output

Expected behavior
Debug is launched

Observed behavior
Debug is failed to start
