Make it possible to patch plugin-registry:2.6-45 image container on OCP 3.11 to use "quay.io" plugin images instead of "registry.redhat.io" ones

      It's not possible to patch plugin-registry:2.6-45 image container of CRW 2.6.0 ER-0115 instance on OCP 3.11 to use "quay.io" plugin images instead of "registry.redhat.io" ones: "Permission denied" error [1]:
