Moving to the new casc/PSI Jenkins, we'd also like to move to RHEL8.

So the existing beaker nodes need to be updated to RHEL8, ideally in this flow:

• set up new beaker node w/ RHEL8
• connect it to new jenkins via casc.yaml merge request
• verify artifact builds work
• tear down old beaker node w/ RHEL7
