Hide persistent factories functionality from the Dashboard

      The persistent Factories functionalities were hidden from the Dashboard because it's based on the deprecated Workspace Config and there is not a clear plan to adapt it to the Devfile 2.0 format.
      So, it's needed to hide this functionality from the CRW Dashboard as well.
