The issue is reproduced when running load tests - starting multiple workspaces against CRW. It would be hard to reproduce manually because it is affecting a low percentage of workspace startups.

Workspace fails to start with the error `FailedMount` `MountVolume.SetUp failed for volume "ssshkeyconfigvolume" : failed to sync configmap cache`.
