Publish appstream format CI builds of CRW 2.5+ to https://quay.io/application/crw/codeready-workspaces

To make it easier to test on OCP/Z cluster in PSI, we need a public-facing catalog source from which to install CRW 2.5.

oc adm catalog build can do this from an iib entry, and we could then automate publishing this for every new iib build.

Requirements:

• get latest iib tag for v4.5 target - something like curl -sSL "https://datagrepper.engineering.redhat.com/raw?topic=/topic/VirtualTopic.eng.ci.redhat-container-image.index.built&delta=172800&contains=codeready-workspaces" |jq -r ".raw_messages[].msg.index"
• build as catalog source
• publish to https://quay.io/application/crw/codeready-workspaces
