Rebuild CRW 2.3 and 2.4 in new bundle format and release to OCP 4.5/4.6 indexes

    Description

      Previously, on All My Containers, we rebuilt the old CRW 2.x releases in the new format, so they could be added to the stage index for OCP 4.5.

      We need to do the same again for 2.3 and 2.4, then update the above table, and ping Shawn H to get 'em loaded into the indexes.

      NOTE:

      • For 2.3, we should use com.redhat.openshift.versions="v4.5".
      • For 2.4, we should use com.redhat.openshift.versions="v4.5,v4.6" so that 2.4 is in 4.6RC and we can test it there to flesh out issues in 2.5, due a few weeks after OCP 4.6 GA.
