As seen in CRW-1087, we need a new script that can replace ${VERSION} in meta.yaml files with the value in the VERSION file when building the plugin and devfile registry images.
This will ensure that when we move from 2.x to 2.y, we won't end up with old references to previous versions of crw containers in quay/RHCC, and no manual effort to maintain these refs will be needed.
