Workspace startup fails when OCP 4 cluster-proxy has Institutional CA

      1)  Set up an OCP 4.x cluster with cluster-proxy and a user CA.

      The user's environment is OCP 4.x with the cluster-wide proxy configured with user CA as described at [1].

       

      In this environment, CRW seems to have installed cleanly, but workspaces do not start.  Required containers download, but WS never starts.  (Browser console shows many security-related errors).
