Current https://duffy.ci.centos.org api endpoint is hosted in the previous CI env (RDU2 DC)
it's also running on RHEL8.
We should start investigating what needs to be done to migrate to AWS (where all provisioned [ephemeral nodes](https://sigs.centos.org/guide/ci/) are hosted anyway)

High overview :

• review current Duffy [ansible role](https://github.com/centos/ansible-role-duffy)
• rebuild missing deps for el9
• ec2 instance deployed/configured by ansible
• small downtime (with db export/reimport on new server)
