Per today's board meeting, we'd like to disable [GitLab Duo](https://docs.gitlab.com/ee/user/gitlab_duo/) for the [CentOS group](https://gitlab.com/centos) by default. This will require individual groups and repos under the group to explicitly enable it if they desire to use it (rather than having it turned on automatically, which is the default).

To do this, someone with GitLab Ower permission for the group needs to go in the Settings (I think it's under general / visibility or somewhere near that) and set it to "off by default". Thanks!
