   As part of the work that @salimma and I have been doing for Fedora Btrfs, we'd like to have a SIG for maintaining the Btrfs related software.

We need the following:

• `btrfs-sig@` (sig-internal for BZ emails) and `btrfs@` (devel discussion) mailing lists
• `btrfs-sig` FAS group (so we can have group co-maint of packages)
• `#btrfs:fedoraproject.org` primary name for the existing `#btrfs:fedora.im` room

1. When do you need this to be done by? (YYYY/MM/DD)
