*Describe what you would like us to do*:

Fedora 39 is EOL since yesterday (2024-11-26). However, the Fedora 39 release was not disabled / removed from koschei - it still attempts to launch koji scratch builds for f39, which all fail immediately because that target no longer exists in koji.

*When do you need this to be done by? (YYYY/MM/DD)*

ASAP (to avoid unnecessary churn caused by hundreds of koji scratch build tasks that are doomed to fail)
