      - The customer can define a user as a cost management admin, and there is an RBAC profile that provides support for it. That user will be able to perform any configuration task, independently of whether they are an admin or not.
      - It will be possible that some platform capabilities are not accessible even with this profile (i.e. list all users in the account), but overall a customer with full cost management admin access will be able to:
         * Add sources (for cost management only)
         * Modify RBAC for cost management only
         * Select which tags will be available in the interface and filter out others
         * Create cost models and associate them to sources.

      Goal

      Create cost management user that is an admin of cost management only, without being a cloud.redhat.com admin.

      This could also be split in three: (sources, RBAC and tags, cost models).

      Why is this important

      We want to avoid customer requiring privileged accounts to manage cost management, as being a privileged user I have access to the full account capability. In many cases, the user accessing cost management is not an admin, or even belongs to an external company that is doing the implementation.
