Service providers have maintenance windows to update/upgrade clusters, move hardware, do network stuff, etc. Typically, they do not want to charge customers for the time the system was down because of a maintenance window.

This feature should be aligned with the equivalent native OpenShift maintenance windows (OCPSTRAT-1695).
