Right now we only distribute cloud costs to OCP VMs.

But if you are running OCP Virt on-prem with a price list and running eg. Windows virtual machines, we are not distribute the cost from the OCP nodes to the VMs and we are not showing those Windows VMs (maybe because they are zerocost)?

We should be distributing price list costs to OCP Virt VMs too.

This is a very common case in sovereign cloud scenarios.
