ACM does not run user workloads but it is the management platform for the tenant clusters. This is, without any doubt, a “cost of running OpenShift” that IT departments and service providers must either swallow, or distribute to their tenants/customers.

As of today, calculating the cost of ACM requires installing the CMMO on the ACM cluster too, and despite this, the cost cannot really be automatically distributed to user workloads running on the managed clusters.

We should find a way of automagically doing this, especially if using Cost Management through ACM (COST-5115).
