Adding support for project rating in the same way that we do for clusters and nodes. The customer should be able to define a rate per project and charge appropriately.

Why project rating? In many cases the projects are the minimal resource that you ask in a multi-tenant environment, so being able to create a project rate will allow to set up customer costs in those scenarios.
