      In the Red Hat OpenShift Container Platform cost model you can add a cost per CPU usage, per CPU request or per CPU effective usage.

      A lot of software is licensed/subscribed per CPU core (or per vCPU). None of the metrics we currently have are useful for that. Let's add a "metric = node, measurement = per CPU core/month" and/or "metric = node, measurement = per vCPU/month" so that our cost models can be used to distribute the cost of subscriptions.

      While on this, let's also add a "metric = node, measurement = per CPU core/hour" and/or "metric = node, measurement = per vCPU/hour" because it will act as a stopgap solution and pave the way for COST-5714.
