For the upstream operator, replace the KokuMetricsConfig API name with CostManagementMetricsConfig. This will enable easier downstream releases since we won't have to go about renaming variables throughout the code base.

This is a major breaking change for the upstream operator, so this would be a 4.0.0 release. Anyone using this operator would need to delete and recreate their CR. The release note in the operator docs can describe the upgrade procedure.

Once this is done, we can replace the main branch in the operator repo with the latest downstream-v3.3.1 branch (we can just open a PR to merge the downstream branch into main).

When we generate the bundle for the upstream release, that is when we can produce the `Koku` branding of the operator.
