Refactor "cost distribution" layout for cost model

      Update the "cost distribution" layout for the cost model wizard. With the addition of network and storage distribution types, the wizard already scrolls. With the two upcoming GPU distribution types, the layout is becoming too crowded. This change will compact the existing layout to make the wizard step more readable.
