Close this when this feature is deployed to production (UI/backend/docs) and visible to customers. There probably should be a little go/no go meeting to make sure everyone is ready to have the customer facing feature on a particular date. 

Deploying code to production alone does not satisfy this because it may not be usable by a customer due to unleash flags.
