Today Koku hard codes conversion =true in https://github.com/project-koku/koku/blob/main/koku/subs/subs_data_messenger.py#L137-L155

This forces all systems that are sent to subscription-watch to be counted as conversion instances. We would like to be able to differentiate between converted ELS systems & non-converted ELS systems. For non-3rd party linux converted ELS systems cost-mgmt should set the value for "conversions" to False
