There seems to be a bug in the Azure SDK and customers are failing to add new integrations to Cost Management because we can't list V2 reports using Azure's python SDK.

Investigating this a little reveals that the only azure cost management version that works is 2023-07-01-preview. We need to switch to this version to workaround this current Azure bug.
