Update the Optimizations details page to display an empty state per mocks below. This state will be shown only when the API returns no recommendations and the user has not configured their namespace.

Note that the API will need to provide a flag or notification indicating that optimizations have not been configured. Currently, the API doesn't provide any information as to why there are no recommendations.
