Description of Problem

Customers who use Cost Management in disconnected mode need to come up with their own automation to periodically push data to the Red Hat Hybrid Cloud Console. They are effectively reimplementing the same thing over and over.

How reproducible

Any customer who uses Cost Management in restricted network mode

Requirements

Give customers an Ansible collection which takes care of everything:

1. Accept a list of clusters to gather data from
2. Store cluster credentials in a secure way
3. Store RH credentials/service token in a secure way
4. Automation to gather data from clusters
5. Automation to push data to RH HCC
6. Systemd timer or alike to gather data and push it

We have a list of customers ready to try this whenever we implement it.
