This issue is to switch to using the "kube_persistentvolume_capacity_bytes" metric instead of the "kubelet_volume_stats_capacity_bytes" metric for the persistent volume capacity. 

The kubelet_volume_stats_capacity_bytes metric was empty when a PV did not have a PVC attached to it. In order to charge for PV without PVCs we will need to switch to this new metric.
