1. add method to run trino migrations through a management command
2. eliminate koku-cji

Using a management command enables us to easily run trino migrations via app-interface instead of updating a random file in koku. This also eliminates the need for the koku-cji whose hash value is constantly out-of-date in app-interface leading to unnecessary CVEs being opened.
