When talking to customer today, we have noticed that the link to documentation is broken

To reproduce,

• have no Clusters registered with Cost management,
• go to OpenShift navigation item, s
• ee empty state with an action link, a
• ction link to "Add an OpenShift Cluster to Cost management" is broken.
