Once we have flushed out the report statuses in the models we need to update our pipeline to report the correct status back at the reinvent intervals.

This handle updating the new fields in CostUsageReportStatus so we can track what stage each individual report file is at, and also update the overall state to CostUsageReportManifest for the entire manifest being processed.
