We currently have some fields in CostUsageReportManifest and CostUSageReportStatus that need some TLC. We either have missing comments explaining fields or potentially duplicated miss-leading ones.

We should start by clearing up what we have before adding anything new to make everything more readable.

We shoul:

• Create new fields name appropriately
• Update the code to use the new fields
• Migrate any old data from the old fields to the new ones
