When returning back to Details page from Breakdown page or after refreshing Details page, the "Choose key" dropdown doesn't load previously selected keys. When user clicks on the "Choose key" dropdown to select the key - the list is empty. At the same time, the data shown on Details page reflects the previously selected cost-category/tag key, so the group-by key is still applied as expected -> the issue seems to be just in the dropdown menu.

The issue is apparent on all Details pages with group-by Tag as well as on AWS details page with group-by cost-category

Steps to reproduce (see the attached video):

stage preview, cost-demo user

1. navigate to GCP details page
2. select group-by Tag
3. Choose key: app
4. Click on some item in the Tag table (e.g., winter) -> you will get to Breakdown page
5. At the top of the Breakdown page, click on Back to Google Cloud Platform tag details link -> you will get back to GCP Details page
   On the Details page, you will still see all the "app" vlaues in the Tag table as before (expected), but the "Choose key" dropdown is now empty.
6. Click on "Choose key" dropdown -> the list is empty
   # Try hard refresh - the values are still not loaded
7. Repeat steps 1-6 in stage stable to see the expected behavior
