This feature is about managing which OpenShift projects are in which cost groups. The initial release of this feature is using an existing cost group called Platform, which is where the concept of managing "Platform projects" came from.

In the future, this feature will allow adding projects to customer created cost groups. Changing the language and navigation in the UI to reference Cost Groups will make that future work easier.
