Update existing Optimizations breakdown to include performance recommendation. Although the APIs are not available in stage, we can use the example JSON below to make some progress.

I don't think we'll be able to promote the cost, performance based changes to Stage soon
Regardless, we would like to unblock UI tasks as much as possible
