Update Eng Ids sent to SWATCH for ELS vs EUS

      During the E2E testing, part of the discussion was around EUS vs ELS. Currently Cost Management is parsing EUS tags and sending Eng ID 70 to SWATCH.

       

      Need to verify the expectation is ELS and Eng ID 204 should be sent instead of 70. Parsing of tags and design doc should be updated after verification.
