A reminder task for enabling the feature for all customers. 

On 2024-10-04, we attempted to run a migration that populates our new all_labels column in the database. It created deadlocks slowing down performance so we turned the populate field part of the migration off. We can always explicitly run sql for specific accounts as need and let other accounts populate over time.
