If we want to re-read data we will need to extend the expiry time of the link ROS uses to download data to X days long ahead of this. Also I assume ROS already has code to handle if they can't download the file. Is this something we are planning on doing if so we need to add a line item for Cost to add an environment variable to manage that expiration timeframe and make the change in production X days ahead of the delivery.
