Handle Service Tokens instead of Basic Auth (API/Nise/QE)

      Impacts to the auth changes include:

      • API authentication,
      • QE tests and test automation
      • Cost Management Metrics operator allows data upload through basic auth
      • Costs Management Email reporting uses basic auth to collect data
      • Platform's Service Health dashboard pulls data from the API with basic auth

      Largest change will be to the operator which will need support added and any customer using an older operator version and making use of basic auth would be forced to upgrade or they will stop sending data. Biggest known group this could impact would be ARO clusters using cost management. The Cost Management Metrics operator is delivered through OperatorHub so it is not tied to an OpenShift release so at minimum we can start providing this capability as soon as available and implemented.

      We will also need to update documentation around the setup/configuration.
