This will migration existing tags and their status.

When migrating from provider specific keys, there is no UUID. We will need to look for the provider and key in the new table in order avoid inserting duplicate keys.

Another strategy could be to delete all records in the new table before migrating. The data in those tables up to this point was only there for testing and development anyway.

This should be run shortly before switching to use the new unified tag table.
