Although the UI doesn't provide string translations yet, numeric values shown in the Optimizations drawer should be localized per the browser's locale. The French locale; for example, uses a comma in place of the decimal character – "0.38" would become "0,38".

This mimics how numeric values are displayed throughout the Cost Management UI.
